Since the City of Detroit has so little to worry about (mayor text-and-sex scandal, hellish unemployment, failing schools, murder city), the bureaucrats have decided to crack down on the horrific crime ... of ... having an unlicensed bicycle. Out of the blue, the city's corrupt and dimwitted "leaders" are playing this out as a "protection" for the people against the theft of bicycles. Of course, licenses of all kinds can be filed off, peeled off, or otherwise removed easily. The fine for an unlicensed ride is $55. Perhaps if they fine enough people, the Detroit public school students may actually get a textbook or two before the third month of the school year.
