The Enviroidiots in California are going to attempt to further influence the direction of global warming policy by building the California Institute for Climate Solutions. The annual budget will be funded by a tax on utilities, and it will be managed by the Public Utilities Commission (PUC), along with chosen intellectuals from California academia. Meanwhile, the PUC is lobbying the federal government for money because it's "not fair" that local ratepayers have to pay for all the local bullshit.
