The best way to gain support for the use of government force - disguised as health advocacy, of course - is to determine that there is some factor that is keeping people from helping themselves, thus there must be proactive intervention on the part of those who can help. This study, undertaken by government and for government, has determined that obesity is the norm, and anything else (managed weight) is just an aberration.
In this environment it was surprising that anyone was able to remain thin, Dr Susan Jebb of the Medical Research Council said, and so the notion of obesity simply being a product of personal over-indulgence had to be abandoned for good.
"The stress has been on the individual choosing a healthier lifestyle, but that simply isn't enough," she said.
...The most important thing is there has to be public consent and understanding of the issues you're trying to challenge," she said.
"It's not your fault," is the unmistakable message. Thus is the British government planning an all-out assault on personal liberties in order to "contain" this rampant disease. And the government's fraudulent "research" provides a foundation for "public understanding" because the assorted scare tactics and crisis mongering have convinced people they have no contol over their prospect for leading happy, healthy lives. Lest you think this is their problem, a full-scale lifestyle planning mechanism is already underway in the good old US of A. As Bob Higgs reminded us long ago, governments use crisis in order to gain public consent for the use of more government power.
And if you don't have a "crisis," well, you can easily create one.
